Job Description

The Global Water Partnership (GWP) is an intergovernmental organisation established in 1996 to support countries in their efforts to implement a more equitable and sustainable management of their water resources. The network spans 13 regions with more than 3,000 institutional Partners in more than 180 countries. The global secretariat is in Stockholm, Sweden. The GWP Africa Coordination Unit is based at GWP Southern Africa in Pretoria, South Africa, and coordinates GWP Africa programmes across Africa. In addition, GWPSA hosts the GWP global theme on Climate resilience and is charged with providing global Senior leadership and coordination of implementation of the GWP strategy on climate resilience.

The Programme Specialist will join in the GWP Global Water and Climate Resilience team, being based at the Pretoria hub. The position is responsible for supporting GWP’s Global Water, Climate, and Development Programme primarily on programme development and implementation management, and in addition, capacity building support to regions, water and climate change analytics, and knowledge management and communications. The position will do so in the context of operationalizing GWP’s Business Plan and delivering on the targets set in GWP’s 2020-2025 Strategy.

The position reports to the Global Head Water amp; Climate Resilience, Pretoria, with secondary reporting, on day-to-day task management to Senior Water amp; Climate Specialist GCF Readiness amp; NDC Implementation Coordination. The position works in collaboration with other members of the Global Climate Team; with GWPO staff in Network Operations, Finance, and Communications; ultimately serving GWP members in RWPs and CWPs.

The position will be based at the GWPSA Office, which is hosted by the Southern Africa office of the International Water Management Institute (IWMI) in south Africa, Pretoria.

DUTIES AND TASKS:

  • Support RWPs and CWPs to develop and draft GCF Readiness proposals, GCF/GEF/Adaptation Fund concept notes and funding proposals, and other climate finance proposals, where GWP receives country request for assistance
  • Capacity development on GCF Readiness and wider climate finance such as preparing overviews of GCF/GEF/AF programming status at country, regional, basin-levels, including identification of key current and historical initiatives and partnerships at the interface of water and climate resilience
  • Analytical work on water and climate resilience such as undertaking research and analysis at the intersection of science and technology (water, climate change, adaptation, mitigation, resilience, infrastructure), policy (Paris Agreement, Sendai Framework, SDG Framework), and finance flows at global, regional, country levels, as needed for GWP’s Global Water, Climate, Development Programme.
  • Knowledge Management amp; Communications such as reviewing and assessing regional progress reports, compile assessments and reports from regions.
  • Work closely with the Network Operations Unit as a member and contribute to a dynamic team working spirit and environment.

Requirements

EXPERIENCE AND QUALIFICATIONS

  • Minimum 5 years experience in development and management of development cooperation programmes related to climate change adaptation and water management.
  • Advanced university degree(s) in engineering, climate science, environmental science, water policy, development economics, political economy, or related.
  • Well-versed with global policy processes for climate change adaptation under the UNFCCC, and familiar with NAPs, NAPAs, NDCs and climate finance mechanisms such as GCF, GEF, AF, and others.
  • Track record of drafting GCF Readiness proposals, GCF/GEF/Adaptation Fund concept notes and funding proposals, and/or other climate finance proposals a must.
  • Excellent research and analytical skills, including ability to synthesize complex information into materials for both academic and policy audiences. Track record in leading and contributing to analytical writing in peer-reviewed academic journals and practitioner publications valuable.
  • Excellent written and oral communication skills, including in in-person and virtual contexts. Fluency in English is a requirement. Working knowledge of Spanish and French an advantage.
  • Ability to coordinate and manage multiple tasks with excellent project management skills.
  • Service-oriented work style, with excellent interpersonal skills, able to work effectively and harmoniously at all levels.
