Job Description

Role: Weapons Marking Specialist

Salary Range: 40,000 - 50,000, dependant on experience

Contract: Full-time, Permanent

Location: Global. Split between HALO programmes, mostly in the Great Lakes region, and working remotely from the candidate’s home country

Coordination: The role holder must coordinate closely with the Capability Group in developing training and technical standards

About the role:

The HALO Trust requires a Weapons Marking Specialist to support the development of its Weapons and Ammunition Management (WAM) programmes. Working to the Head of WAM Capability, the successful candidate will provide technical support to new project development and to existing WAM projects, including the delivery and support of SALW marking activities.

The Weapons Marking Specialist will support the development of technical standards for SALW marking training and delivery, under the direction of the Director of WAM. They will provide critical technical oversight and support to developing projects, as well as work with the Director of WAM to standardise marking project delivery.

The Weapons Marking Specialist would serve as the focal point for all SALW marking technical support on developing projects. At the direction of programme management, the Weapons Marking Specialist will provide technical support to existing programmes.

Job Responsibilities

Small Arms and Light Weapon Management:

  • Plan, write, and deliver a Weapons Marking training package for host-nation countries.
  • Plan and manage the delivery of weapons marking activities, and standardize and monitor delivery across HALO.
  • Deliver and standardize weapons marking training courses in line with host-nation context under direction of the Director of WAM.
  • Review and manage HALO’s Weapons Marking SOPs, ensuring they are updated and providing customized versions for country-level operations where required. Plan, site, and advise on SALW based marking project design.
  • Ensure delivery of outputs in projects under your remit meet international technical standards.
  • Assist the Director of WAM in identifying areas for development, focusing on innovation, operational delivery and safety.
  • Conduct and support initial surveys of new projects at the direction of the Director of WAM.
  • Ensure regular coordination and liaison with all relevant authorities and stakeholders in countries of support, with a focus on supporting and developing national technical standards.
  • Support the delivery of international training courses within HALO.

General:

  • Provide technical support to existing programmes at the direction of programme management.
  • Lead and manage country programmes at the direction of the Director of WAM, providing surge support to project management and technical delivery as appropriate.
  • Support and develop international project managers and technical staff in conduct of their duties.
  • Mentor and develop HQ and field staff in country offices to develop national operational capabilities.
  • Being prepared to provide general assistance to the management team with training courses, covering colleague absences or other activities as required.

Requirements

Essential:

  • Strong spoken and written English.
  • Knowledge of international arms control mechanisms (including the ATT, UNPoA, ITI and FP) and international best practice guidelines like MOSAIC.
  • Experience in delivery of weapons marking activities with police or military.
  • Proven experience delivering weapons marking projects.
